I. General provisions
1. This Procedure establishes the rules for issuing state-recognised documents on basic general and secondary (complete) general education, as well as uniform requirements for filling out, organizing accounting and storing forms of state-recognized documents on basic general and secondary (complete) general education.
2. State documents on basic general and secondary (complete) general education, the forms of which are approved by order of the Ministry of Education and Science of the Russian Federation dated August 11, 2009 N 295 “On approval of the forms of state documents on basic general, secondary (complete) general education and documents on the completion of a special (correctional) secondary school VIII type, special (correctional) class of an educational institution and technical requirements for them ”(registered by the Ministry of Justice of the Russian Federation on October 16, 2009, registration N 15042), as amended by the order of the Ministry of Education and Science of the Russian Federation of November 26, 2009 N 681 (registered by the Ministry of Justice of the Russian Federation on December 24, 2009, registration N 15810) (hereinafter referred to as certificates), are issued by educational institutions that have state accreditation and implement basic general education programs of basic general and secondary (complete) general education (hereinafter referred to as educational institution).
II. Issuance of certificates
3. A certificate of basic general education is issued to students who have mastered the basic general education programs of basic general education in any form and who have passed the state (final) certification in the prescribed manner (hereinafter referred to as the ninth grade graduate).
A certificate of basic general education with honors is issued to a graduate of the ninth grade who has final grades of "excellent" in all general education subjects curriculum studied at the level of basic general education.
The certificate of secondary (complete) general education is issued to students who have mastered the basic general education programs of secondary (complete) general education in any form and have passed the state (final) certification in the prescribed manner (hereinafter referred to as the XI (XII) grade graduate).
A certificate of secondary (complete) general education for those awarded with a gold or silver medal is issued to graduates of the XI (XII) class awarded with a gold or silver medal in accordance with the Regulations on medals "For special achievements in teaching", approved by order of the Ministry of Education and Science of the Russian Federation dated February 25, 2010 N 140 (registered by the Ministry of Justice of the Russian Federation on March 30, 2010, registration N 16760), as amended by the order of the Ministry of Education and Science of the Russian Federation of May 24, 2010 N 562 (registered by the Ministry of Justice of the Russian Federation on June 30, 2010 city, registration N 17655).
4. Certificates are issued to graduates of grades IX and XI (XII) by those educational institutions in which they passed the state (final) certification, based on the decision of the pedagogical council of the educational institution.

When filling out a certificate of basic general education, the final marks in the Russian language, mathematics and two elective subjects are determined as the arithmetic mean of the graduate's annual and examination marks, the result is rounded up to a whole number.

Quarter or semester (given at the end of the first and second academic semester) grades are not taken into account in the calculations. The final marks for the 9th grade in other academic subjects are set on the basis of the graduate's annual mark.

The document unequivocally states the following:

“The final grades for grade 11 are determined as arithmetic mean of semi-annual and annual marks of a student for each year of study on educational program secondary general education and put in the certificate in whole numbers in accordance with the rules of mathematical rounding.

You see, everything is simple: marks in the certificate in the 11th grade are calculated according to the mathematical rules for obtaining the arithmetic mean. The teacher takes all the grades from previous years in this subject and draws the result.

There is one caveat: this is how marks are determined for schoolchildren who studied on a general basis, that is, they went to school. If the child received education on his own (at home, as an external student, etc.), then for him the derivation of grades in the certificate of 2020 should be done according to other rules. In this case, grades are assigned based on the midterm assessment that the school conducts for such a student in all general education subjects.

It is interesting that the final marks for the 9th grade (also graduation) are not set at all like that. For the Russian language, mathematics and two subjects that are chosen by the student, this is determined as the arithmetic mean of the annual and examination marks. Simply put, the annual + is taken and the average is displayed. And for all other subjects, the final grade is just an annual grade.

In principle, this is all that is required about how to put marks in the certificate for grade 11 in 2020. But linger and find out a few more interesting points about how the certificate is filled out according to the rules.
